Can I get my ignition Interlock off without unrestricted license in Pa?

Ok so here's the problem...I am eligible to get my ignition interlock off, however Penndot never sent me the forms to get my unrestricted license. So I sent in the form myself, but as it turns out, I downloaded an old version with an outdated price of $10. It's now $13.50 to restore my license. My interlock is set to be serviced on monday. I don't have the money to pay another $200 when I shouldn't have to anyway, seeing as tho my time served is up. The mechanic said he'd take it off, but I'm supposed to have my reinstated license in hand. WIll penndot come after me for such a minor technicality? I won't be driving until I get my license back, I just need it taken off before I have to face another $200 in rental fees. I don't want to have Penndot coming after me. But I had a set amount of money set aside for this, and I literally don't have the money to keep it on. What should I do?
