If a starving beggar asks for food and you refuse it, and as a result he dies are you guilty of murder?

So if you had fed him he would not have died when he did. If you knew that refusing him food would make him die would that be premeditated killing or murder. If you didn't would that be manslaughter? What if he didn't ask for it but you knew he needed it? So by extension if you know a nation is starving and there is a possibility to provide food aid to save lives, by giving or not giving are you making the choice to murder or not murder those people?
