Spiritually speaking, do you think drunk drivers should receive a harsher punishment?

What about drunk pedestrians who cause accidents, but the car driver almost always gets the blame even if they're totally sober? It's still classed as a car accident caused by alcohol and everyone assumes it's always the driver's fault. Often it isn't.
