Adoption and criminal records.?

As far as I know, criminal record checks are done very early on in the adoption process. I've also heard that not all crimes will prevent you from adopting, e.g. petty theft etc. However, if someone was convicted of manslaughter at a very young age, 18, and served their sentence, and is now a changed person decades later, would this criminal record still prevent them from adopting?
