I almost hit this neighbor-kid w/my car..AGAIN!!!?

Andrew is 7..he runs out in front of cars in the street, and just ran in front of mine. Good thing I was paying attention! (we live in a dead-end street). I have told his parent's numerous times, but nothing changes. I even told our apt. manager. Aside from the point that he is annoying (I know..I work in education, but THIS KID!!) He isn't parented, it seems. He used to come over to see if my daughter could play at all hours..constantly. If I said she can't play, he'd be back 45 minutes later asking again. I finally had to put a lock on our gate, then HE CLIMBED IT!! He's calmed down coming to my house, but now he's doing the same thing to other neighbors.(My daughters best friend) I know I have no control over his behavior, but, aside from me being upset with his past behavior (and his parents non-involvement) what else can I do? Aside from pulling his hair?? I shouldn't have to deal with this behavior. SO?? I don't mean to sound mean, but sometimes, enough is enough!!
